MAKONDA AANZE UPYA, AOMBE RADHI

Tangu Paul Makonda akiwa Mkuu wa Wilaya ya Kinondoni nilikuwa na wazo la kuandika makala yenye kichwa, “MAKONDA ANAPENDA SIFA AU TUNAOGOPA KUMSIFU?” Ilikuwa ni baada ya mwanasiasa huyu kijana machachari “kuteka” vichwa vya habari kwa matamko na hatua mbali mbali za kiuongozi alizochukua kwa nafasi yake hiyo. Kwa sababu wakati haurudi nyuma, na kwa uzembe wangu wa kutoandika makala hayo wakati ule, nitaeleza kwa kifupi sana nilichotaka kuandika juu ya ndugu Makonda. 

Nikiri kwamba nimejikuta nikimtetea Makonda mara kadhaa katika vijiwe na majukwaa ya mitandao ya kijamii. Mara nyingi nimekuwa nikitofautiana na wakosoaji wake wanaodai mwanasiasa huyu anapenda sifa kupindukia! Huwa najiuliza, ni kweli ama ni sisi tunaoogopa kumsifu? Binadamu, kihulka, sote tunapenda kusifiwa. Sifa tu pekee ni ishara ya mafanikio kwa upande wa anayesifiwa. Na penye mafanikio hapakosi wivu - hulka nyingine ya kibinadamu ambayo aghalabu hatupendi kuhusishwa nayo lakini hilo haliondoi ukweli wa kuwa nayo. Wakati mwingine mtu akimwagiwa sifa “tunaogopa” kwamba sifa hizo zisije kumfanya akafanikiwa! Kama ni hivi basi tunakuwa na wivu. Hakuna namna nyingine ya kulielezea jambo hili. Lakini wakati mwingine tunasita kumsifu mtu kama tahadhari kwamba kufanya hivyo kutamfanya alewe sifa. Mlevi wa sifa huharibu. Amelewa. Kazi ya kufikiri kwenye ubongo wake inaathiriwa na kilevi hicho. Msemo wa Kiswahili unafafanua kwa ufasaha: 'Mgema akisifiwa tembo hulitia maji!' Mimi si mwanasaikolojia, nakosa maneno mwafaka ya kuelezea jambo hili kwa kirefu. 
Hulka yetu ya kupenda sifa huonekana tangu tukiwa wadogo. Mtoto mdogo ukimsifu hata kwa sifa ambazo hana hucheka na kufurahi. Kwa watu wazima inatia faraja kibinadamu kama utafanya jambo unaloamini ni la heri na kisha watu wakakusifu. Faraja hii wengine huionesha wazi wazi, wengine hubaki nayo moyoni. Matatizo huanza pale matendo na tabia ya mtu vinapoongozwa na lengo la kupata sifa katika kufanya jambo fulani badala ya kufanya jambo kwa sababu ni vizuri kufanya jambo hilo. Hapa kuna shida. Sifa inatakiwa iwe ni matokeo, isiwe ndiyo dhamira ya kufanya jambo. Lakini nadhani suala si kupenda sifa bali tunasifiwa kwa lipi? Kama jambo ni zuri kwa nini mtu asisifiwe? 

Nakumbuka ndugu Makonda alipokuja na wazo lake la walimu wa wilaya yake ya Kinondoni kutumia usafiri wad daladala bure. Wakosoaji wake walinga’aka, walimdhihaki, wakadhihaki wazo lenyewe na kuhitimisha kwamba anakurupuka kwa sababu anapenda sifa. Wapo waliomtaka ashughulike na madai ya stahiki za walimu za miaka nenda rudi badala ya kukomalia “jambo dogo” la usafiri wa walimu wa wilaya yake. 

Mimi nililichukulia wazo lile tofauti kabisa. Nililiona kama wazo zuri la kiongozi kijana mwenye uthubutu. Kiongozi huyu hakuwa Waziri wa Elimu, alikuwa Mkuu wa Wilaya tu. Wazo lake lingeweza kuazimwa na kuboreshwa ngazi ya mkoa na hata kitaifa juu ya namna ya kuwaondolea kero ya usafiri walimu wetu. Lakini la, alinangwa kwa kupenda kwake sifa. Majuzi nilifarijika sana nilipoelezwa na watu kadhaa kwamba kumbe wazo lile linafanya kazi. Kwamba baadhi ya walimu wetu wanatumia usafiri wa daladala bure kabisa, mradi wawe na kitambulisho maalumu. Awali nilihofu kwamba walimu wetu wasingechangamkia utaratibu ule hasa kutokana na kejeli zilizosindikiza wazo lenyewe, zikichagizwa na wapinzani wa kisiasa wa Makonda. 

Hayo yalikuwa ya wakati ule ambayo kwa uzembe tu sikuyaandika. Tuyaache. 
Hivi karibuni ndugu Makonda amerudi tena “kwa fujo” kwenye vichwa vya habari. Lakini sasa si Mkuu wa Wilaya ya Kinondoni tena, ni Mkuu wa Mkoa wa Dar es Salaam. Kabla ya matukio ya karibuni, yapo ambayo ameyatolea kauli ambazo zilizua gumzo. Moja ya kauli hizi ni pale alipowakataza wananchi wa mkoa wake wasiwafuate (follow) mashoga kwenye mitandao ya kijamii kama Instagram na Twitter kauli ambayo kimsingi haitekelezeki! Pia amesikika akiashiria hadharani kwamba Kamishna wa Polisi Kamanda Sirro amehongwa na wafanyabiashara wa shisha, kauli ambayo ilijibiwa na Waziri Mkuu kwa kumkumbusha kwamba hilo liko chini ya mamlaka yake na alishughulikie (badala ya kulalamika!) Nimesikia pia kwamba ametoa kauli tata za kudai kwamba ofisi yake imejaa wafanyakazi mizigo ambao hawana sababu ya kuwa hapo, na akapendekeza wapunguzwe. Unaweza kudhani yeye ndiye Waziri anayehusika na Utumishi!

Lakini sasa Mkuu wa Mkoa huyu anatajwa kwa mengine. Kwa muda wa siku kumi amekuwa akifanya mikutano na wananchi wa Dar es Salaam, lengo likiwa ni kuzifahamu kero za wananchi wake na kuzitafutia ufumbuzi. Kwa mara nyingine kiongozi huyu kijana anathubutu. Anataka kuwa mtu wa vitendo. Anataka kuongea na wananchi ana kwa ana, anataka kuwasikiliza na kusaidia kupata ufumbuzi wa kero zao. Jambo zuri kabisa hili la kupigiwa mfano wakati huu ambapo uwajibikaji wa viongozi wetu umekuwa kitu cha kutamaniwa! 
Kwa sababu za kimazingira na ratiba, sijaweza kusikiliza na kufuatilia mikutano yote kasoro mmoja tu. Hata hivyo nimekuwa nikipata taarifa za yanayojiri mikutanoni, shukrani kwa teknolojia ya mawasiliano. Ni hapa nilipogundua kasoro kadhaa za mtindo anaotumia Makonda. Nimesema kwamba siku zote nimemchukulia Makonda kama kiongozi machachari. Umachachari uko wa aina nyingi lakini ninaomaanisha hapa ni ule wa kujiamini (wakati mwingine kupita kiasi), kuthubutu, kutokuwa muoga, na “ubishi” wa kukomalia jambo analoamini (hata kama anakera watu wengine). Wakati Makonda alipojitokeza hadharani na kuutangazia umma wa Watanzania kwamba aliyekuwa kada mwenye ushawishi ndani ya chama chake cha CCM, ndugu Edward Lowassa, ni fisadi, na kwamba anahonga viongozi wa dini makanisani na misikitini ili aukwae urais, wengi walichukulia kitendo hicho kama ishara ya ujasiri. Huyu alikuwa kijana na kiongozi mdogo ndani ya CCM, anajiweka mstari wa mbele kumnanga kada mkongwe wa chama chake, mtu ambaye alikuwa na uwezekano mkubwa si tu wa kuwa mwenyekiti wa chama bali rais wa nchi! Ujasiri ulioje! 

Lakini kupitia mikutano yake ya siku za karibuni umachachari wa Makonda umeonekana katika sura mpya ya hasira, ukali usiohitajika na mihemko. Kwa kutumia lugha ya mashabiki wa mpira wa miguu, ameonekana ni mtu wa “kucheza na kelele za jukwaani!” Mchezaji mwenye kusikiliza kelele za mashabiki jukwaani ni hatari kwa timu yake, akiambiwa butua anabutua, akiambiwa kata mtama anakata! Anaweza kusababisha “penati” au hata kujifunga kwa 'kata funua'. Hasikii tena maelekezo ya kocha, ingawa kwa hili la Makonda inaweza kusemwa kocha wake “amempa rungu” la kubutua na kukata watu mitama!
Nimeona picha za video akiwauliza watumishi wa wilaya kwa nini hawahamishwi, kana kwamba suala hilo lipo kwenye mamlaka yao! Mtumishi anajuaje kwa nini hahamishwi? Ni jukumu lake kuhama?

Nimeona akimnanga mtumishi aliyemuomba arejee swali lake baada ya kutoeleweka. Badala ya kurejea swali yeye aliamua kumshushua na kuhoji anafanya nini mkutanoni kama hasikilizi yanayojiri. Nilijiuliza mheshimiwa huyu anakosa uvumilivu kiasi gani hata ashindwe kurejea swali lake alilouliza? 
Nimeona pia Makonda akitafuta suluhisho la kero za wananchi kwa namna ya chemsha bongo. Ni mtindo kwa “kipusa”- kwa wale wanokumbuka kipindi cha Misanya Bingi wakati ule akiwa Radio One Stereo. Kero inaelezwa, mtendaji anatakiwa kutoa majibu papo kwa hapo. Wakati mwingine mwanya unatolewa kwa watendaji kupata majibu na kushughulikia kero fulani, wakati mwingine mwanya huo hautolewi. Mtendaji anatakiwa awe na majibu yote papo kwa hapo. Akikosa jibu na kuomba apewe muda anakaripiwa, anatishwa. 

Lakini yote tisa, kumi ni pale nilipomsikia Makonda akimtukana afisa wa serikali hadharani kwa kumuita kichaa! Hakuishia hapo, alitishia kuwaweka rumande maafisa wa ardhi wilaya ya Kinondoni huku akionya kwamba hilo likitokea hapatakuwa na mtetezi wao. Kama vile haitoshi akaongeza kwamba aliposimama yeye ndipo Mungu aliposimama! Ni hili lililonifanya kuandika makala haya. 
Wapo wanaodhani kwamba “jeuri” hii ya Makonda imetokana na “kuvimba kichwa” baada ya kusifiwa na rais kwa njia ya simu akiwa katika moja ya mikutano yake. Sina hakika na hoja hii kwa sababu huko nyuma Mkuu wa Mkoa huyu amewahi kutoa kauli zinazoshabihiana na hizi za karibuni. Lakini lazima isemwe kwamba hili la kupigiwa simu na kupongezwa hadharani kwa kazi anayoifanya halijasaidia kumrekebisha Makonda kwa kumfanya awe kiongozi mwenye staha, hekima na busara mbele za watu. 

Toni ya lugha yake wakati akimhoji afisa yule ilikuwa ya mtu mwenye hasira, mtu anayemaanisha anachozungumza, mtu asiyeogopa taratibu za kisheria zinazowalinda watumishi wa serikali, mtu mbabe. Ni toni inayoogopesha, licha ya kwamba mtumishi yule aliyejitambulisha kwa jina la Rehema Mwinuka alijitahidi kuhimili na kutoa maelezo ambayo hata hivyo Mkuu wa Mkoa wake hakuwa tayari kusikiliza! “Hawa ndiyo vichaa tunaohangaika nao, toka hapa!” alifoka ndugu Makonda huku akishangiliwa na wananchi waliohudhuria mkutano huo. 
Hili la kushangiliwa nalo linahitaji maelezo. Moja kati ya kero kubwa za wananchi ni watumishi wa umma. Ndiyo, baadhi ya watumishi hawa ni kero. Wako wanaojihusisha na rushwa, wako wazembe na wavivu, wako wenye dharau, wako wasiosimamia maadili ya kazi zao, na wako wanaojiona na miungu-watu. Hawaambiliki, hawana unyenyekevu na, mbaya zaidi, hawana ufahamu mpana wa majukumu yao. Siku chache zilizopita nilisoma mahali kuhusu muuguzi mmoja aliyemuambia mgonjwa eti “ataisoma namba” kwa kuichagua CCM. Muuguzi wa aina hii ni fedheha kwa fani ya uuguzi na ni kero kwa wananchi. 

Kwa sababu hizi, wananchi wamejenga hasira dhidi ya watumishi wa umma kiasi kwamba inapotokea mmoja anadhalilishwa hadharani wao hushangilia. Ni wazi Makonda analijua hili, na pengine anatumia mwanya huo kuhalalisha kauli na matendo yake. Hili haliwezi kuwa jambo jema hata kidogo. Si tu kwamba linaleta chuki baina ya wananchi na watumishi, lakini linakatisha tamaa wale watumishi wachapakazi na waadilifu wanaodamka kila asubuhi kwenda makazini kuhudumu wananchi. Ni hapa busara ya kiuongozi inapohitajika kuepusha hili kutokea, busara ambayo kwa kauli za Makonda ni wazi imekosekana. Hapahitajiki ushahidi mwingine kuthibitisha hili. 
Mfululizo wa kauli na mwenendo wa Makonda umetuweka katika wakati mgumu wale tuliokuwa tukimtetea kwamba eti hana lolote zaidi ya kupenda sifa! Lakini pia umeitia doa kubwa ziara yake ambayo kama nilivyoeleza awali ni jambo zuri sana katika kuongeza ufanisi, uwajibikaji na mawasiliano kati ya watendaji wa serikali na wananchi. Katika mkutano ambao niliusikiliza redioni, kwa kiasi kikubwa ulifanyika kwa utulivu, wananchi na watendaji wakiwasiliana vizuri na kwa uungwana. Lakini mazuri haya yote sasa yanagubikwa na dosari zilizojitokeza, dosari ambazo zingeweza kuepukika kama busara, staha na uungwana vingetiliwa maanani.

Bado naamini Makonda ana nafasi ya kutuondolea fedheha hii sisi ambao tuliamini ana mengi ya kunufaisha zaidi ya kile kinachoitwa kupenda sifa. Lakini kufanikiwa hilo atahitaji kujirekebisha na hakuna namna ya kipekee kabisa kuanza safari hiyo zaidi ya kuomba radhi wale wote ambao walikuwa wahanga wa kauli zake za ukali, ubabe, na umungu-mtu wake wakati wa hii ziara yake ya siku kumi katika jiji la Dar es Salaam. Na zaidi ni kwa mtumishi huyu aliyeitwa kichaa! Makonda aanzie hapo, atakuwa amepiga hatua kubwa kwenye safari ndefu ya kuelekea kwenye uungwana, hekima na busara za kiuongozi. 
Sitaki kuamini baada ya joto la kuhemka kushuka Makonda anaweza kulala usingizi mzuri wa amani akikumbuka tukio lile. Na wala sitaki kuamini rais aliyempigia simu na kumpongeza kwa kazi nzuri amefurahishwa na tabia ya Makonda kwenye hili. Mtumishi yule ana familia, pengine ana mume, watoto, na wazazi ambao wamemsomesha kwa tabu kufika hapo alipofika. Kumuita kichaa mbele ya kadamnasi ni kumsababishia majeraha yeye, familia yake, watumishi wenzake na waungwana wote. 
Hata kama yapo makosa tunataka ithibitike bila chembe chembe za shaka kwamba alikuwa na kosa. Na kama kosa lipo, kuna lugha inayokubalika ya namna ya kumueleza, kuna taratibu za kiutumishi pia za kumuadhibu. Kwa kumuita kichaa, kwa kutishia kuwashughulikia watumishi wa umma hadi wajute kuzaliwa, kwa kujipa umungu kwamba uliposimama ndipo Mungu alipo ni makosa. Kama watumishi wale wamekosea (na tutajuaje kama wana makosa wakati hawasikilizwi?), Mkuu wa Mkoa naye amekosea. Makosa mawili hayaleti usahihi. 

Makonda aanze upya. Aombe radhi. Haya yako ndani ya uwezo wake. Hatua zaidi za kisheria na kiutawala dhidi yake zipo nje ya uwezo wake.

Statement of Cuba/Tanzania Friendship Society on Commandante Fidel's Death:

The Tanzania/Cuba Friendship Society wishes to convey our heartfelt condolences to the people and government of Cuba following the death of the beloved historic leader of the Cuban Revolution Commandante Fidel Castro Ruz. We have been aware of and followed with great concern comrade Fidel's  failing health for a long while since 2006 when he underwent a major surgery. Although he was not in direct control of Party and State affairs,his physical presence in the background Cuban scene was like a bright star shining and providing light and guidance to the political,socio-economic trajectory of the heroic Cuban society.    

Now that he has passed away that star has inevitably dimmed but not faded away completely.For he has bequeathed to history and generations an enduring  lasting legacy in the form of his exemplary intellectual capacity,dedicated selfless leadership and inspiring revolutionary credentials.He leaves behind a potent lesson and a message to all struggling humanity against indignity,exploitation and social oppression to firmly adhere to steadfastness,resistance and unwavering commitment to principles.His nemesis western and US imperialism in particular as expected has greeted his death with euphoria and a sense of infantile celebration.We know they will as usual continue to use their mainstream media to lie,distort,cover-up the pernicious effects of US economic blockade on Cuba and other anti-Cuba wrong-doings (including the 600 criminal assassination plots targeting Fidel) as well as slander his personality while denying his achievement in ensuring the sustainability and survival of the Cuban revolutionary project despite the unrelenting hostility of the US empire.   

The Tanzanian/Cuban Friendship Society solemnly calls on the Cuban people to hold high Fidel's banner and spirit of eternal combat against injustices spawned by the born-again neo-liberal predatory capitalism as we join hands to mourn the physical demise of the indefatigable son of Cuba comrade Fidel Castro. Patria O Muerte, VENCEREMOS!

Magufuli and the Politics of Information Sharing

On November 20, 2016 the President of Tanzania, Dr. John Magufuli, sacked the chair of the Tanzania Revenue Authority (TRA) Board, Bernard Mchomvu. According to The Citizen, the "sacking  was announced through a State House statement, which, however, did not specify the reasons for his removal." The 'rumor mills' in a city that was once dubbed 'Rumorvsille' took over.
Five days later, Daily News reported that the President revealed that Tsh 26 Billion were "allocated for TRA’s expenditure but the board approved a decision to deposit the funds in fixed accounts in three different commercial banks." So, he directed that the money should be returned, fired the chair and dissolved the Board. Informative.

"When the President gives out reasons on matters like these on [the] dissolution of TRA board openly", affirms a comment on the Daily News report, "it therefore puts to rest any speculations and unnecessary rumours!" And that, it concludes, "is what should always be whenever an issue elicits much interests in our streets."
However, for those who tend to argue that there is more than one side to any story, the presidential revelation is necessary but not sufficient. They want to know when did this Board meet. Who was there? Was their decision tied, in any way, with the actions of TRA officials who were fired last year and the one who was transferred earlier this year after a computer was reported as stolen? More significantly, what 'professional rationale' informed their decision?

The 'inquisitive' among them have gone out of their way to read the Tanzania Revenue Authority Act. Therein, they found out that the TRA Board 'shall consists of" a chair "appointed by the President on the recommendation of the Minister"; "the Permanent Secretary of the Ministry of Finance of the Union Government"; "the Principal Secretary of the Ministry of Finance of the Zanzibar Government"; "the Governor of the Bank of Tanzania [BOT]"; "the Commissioner-General of the Authority"; "the Permanent Secretary of the Ministry of Planning". Who else do they find in there?

Well, "and four other members appointed by the Minister with professional knowledge and experience in finance, commerce, economics or law from among institutions of financial, commercial, legal or economic nature having no vested interests in the Authority." Hence the question: If all of these were there, what financial 'professionalism' and fiduciary 'prudence' informed them?
Curiously, The Governor of BOT, Professor Benno Ndulu, has just been (mis)quoted in Mwananchi as saying that there is nothing (legally) 'wrong' with putting money in a fixed deposit account. One cannot help but wonder whether he was also part and parcel of TRA's Board meeting that approved the depositing of the Tsh 26 Billion. What is more puzzling is whether, 'technically speaking', the dissolution of the Board has to do with the chair and "four other members"given that the other senior government officials have not been fired from their other posts. This query is particularly relevant given that the second schedule of the TRA Act stipulates that "five members shall form a quorum for a meeting of the Board."

Such questions brings us back to where we began. If public information sharing is anchored on informing the citizenry about important matters in our polity as aptly provided in Article 18 of the Constitution of the United Republic of Tanzania, why should it remain fragmented? Is it because some issues are 'too sensitive' and hence disclosing them is 'a matter of national security'? How does one decide what information is for 'public consumption'? Does the government's communication strategy include a set of clear criteria for sharing information that is for 'public interest' in a timely way?

Or do we simply have to rely on the good will and discretion of the personality in the presidency? Must access to public information  depend on whenever he/she feels like revealing the 'truth', be it in the middle of a celebratory speech on a graduation ceremony or anywhere else? Is it a matter of spontaneity or constitutionality?
Interestingly, yesterday we had a chance to listen, 'live', to a phone call between President Magufuli and Dar es Salaam's Regional Commissioner, Paul Makonda. Populist rhetorics and stunts aside, this public event underscored the need for 'clear communication'.  When they were closing their conversation, the President said: 

"Kwa sababu saa zingine, ufafanuzi huu ungekuwa umeshatolewa mapema, wananchi wasingekuwa na sababu ya kuja kuuliza haya maswali" [Because, alternatively, if such clarifications were presented earlier own, citizens would not had any reasons to come and ask these questions]

That is exactly what we need from the Presidency: Clarity.
